I’ve seen some of the manufacturers, specifically Nokia and Ericsson, sponsor such contests but I don’t think there are any active right now. They also vary from country to country, for instance there was one in Canada last month. You might want to set up a Google alert so you hear about them ahead of time for your country and/or equipment.
